Non-government Workers Participate in State Pension Program

Okay it's not enough that our state is the worst managed in the country. Its not enough that our pension program for the state workers is underfunded, but not for the legislators. However, now we find out that Non-government workers can participate in the state employee pension program too. This program should not be open to the public for one, and two it should never be a defined benefit plan, but a defined contribution plan. This is not a savings plan for retirement but a ponzi scheme much like Social Security. Everyone also knows because of this the state is supposed to match those contributions by employees but have not.
