Smart Meters and Kentucky Utilities (KU)
Here's an email a friend received from Mr. Melnykovych at the PSC re. Smart Meters and KU's plans for installation on homes in their jurisdiction:
Good morning -
The PSC currently has an administrative proceeding underway to consider a number of issues related to smart grid technology, including smart meters. A decision in this matter is a number of months away. The case number in this matter is 2012-00428.
Records in the case are available on the PSC website at this location: http://psc.ky.gov/Home/Library?type=Cases&folder=2012 cases/2012-00428.
At this point, issues regarding smart meter installation are being addressed on a case-by-case basis as they arise.
To the best of my knowledge, Kentucky Utilities has not announced any plans for a large-scale installation of automated meters. IF KU moves to install smart meters in advance of a PSC setting forth any standards, and you are unable to come to an accommodation with the utility, you can contact our Consumer Services Division at 800-772-4636 to see whether there is anything they can do to assist you.

Her email to the PSC (which is way nicer than mine, a good reminder that you catch more flies with honey):
Dear Mr. Melnykovych,
I am writing to let you know that I do not wish to have a Smart (AMR) Meter installed at my home. Currently, I don't have one but I am concerned that I might be slated to receive one.
I called the PSC customer service line to let them know that I am concerned about this. I have also contacted Kentucky Utilities but was informed that it may not be up to me. I am wondering if you know if there's anything I can do to keep my normal meter.
Thanks in advance for your help.
